I don't wanna load discord so here's my suggestion: (Sorry about the helmet, IDK why there isn't a white background.)
And I am making a Minecraft Add-On for the Titan gear so I'll post that once it's done so you can go in-game and see what it should be like.

How to achieve:
You need 1 lava bucket, 16 diamonds, 32 redstone, 32 lapis, 32 gold, 32 iron, 32 coal, 32 cobblestone and $1K to get 1 ingot at the T-Age spawn. To further make sure noobs don’t get this OP stuff, you need netherite armor and upgrade it at a smithing table the same way you upgrade diamond stuff to netherite.
If you think the stats of the items are too OP for the recipe, they can be lowered but still be better than netherite ‘cause who wastes their materials on upgrading netherite to find out it actually “down-grades” the netherite?

Not to be that guy, but I think that the "titan" tools do seem a bit op even with that requisite, plus even with making a custom add on it might have compatibility issues with other plugins/server stuff whether it be a plugin or not. Maybe by making it harder to obtain or changing some of the stats would make it better suited for the server in my opinion.
